I'm looking for an explanation of why directions aren't available for
Costa Rica. I thought Google's help would explain this, but I can't
find the answer.

Dear Brett,
Driving Directions for Costa Rica are currently enabled in Map Maker
(see example below), but not in Maps. We will make Driving Directions
available on Maps when we have enough driving directions data to do so
with sufficient coverage and quality.
