Meth user near the Mann school?

Did anyone see the guy, thin-to-medium build, maybe 30-ish, shaved head, lots of tatoos (including on the back of his neck), and his lady friend, heavier, sitting and standing on the steps of the Mann north marking lot tonight, around 6:30?  He was wearing a white T-shirt with a large black design on the front, dark pants - his lady friend was in black sweats or jump-suit.  When I drove by they were sitting on the steps, looking around acting really paranoid, and he was poking at a medium-sized pipe, and had a cell-phone and  what looked like a blue ball-point pen, bottle of water, and a baggie with a long, pale orange-colored object, that probably wasn't a healthy carrot. And a backpack. I called dispatch, but they wouldn't send anyone for that (they seem more reluctant to send police these days)*. but I saw the school patrol heading that way.  I'm not a meth expert, but it looked a little scary.

 

*Don, is dispatch being more selective as to when they will send a cruiser?
