http://creditclearing.com offer merchant accounts and third party
billing services with fraud screening and a php backend. They do not
charge a setup fee or monthly fee's for reseller services so its about
as cheap as you can get with competitive marketing processing rates.
They have a 1-800 # for more information on the site I think.
