I think this depends on what you do: If you use the unchanged horde
framework and base app as an "operating system" for your totally custom
app, this is one thing.
If you do patches to existing horde code, it depends on the license.
There is a wide array of licenses used in different parts of the
Framework, ranging from GPL/LGPL to BSD and ASL.
In most cases, you are on the secure and sane side if you provide
patches and enhancements to existing libraries back to the horde project.
