[PATCH] Remove the Speed page from Samba3-HOWTO

The HOWTO is out of date in general, but this page is even more so. I
know someone here was trying to rewrite this page, but I think it's
safest to delete it first, and add back anything that is tested.

Please review+push.

That was me rewriting the page. I have a few patches for it, but I came to
realize that the entire thing needed to be gutted and I never got around to
finishing the patch set. Honestly, all of the low-hanging fruit has been
picked or taken care of by the operating system performance wise. Even bad
performance is pretty good these days.
