Yes and no. Generally speaking, SNMP management is best done pull-based. Counters are polled and the time of the poll is noted so that throughput can be accurately calculated. Any decent SNMP NMS can do this. There should be no need to specify an exact time interval, or to synchronize the retrieval of counters between interfaces, since it is the average rates that are actually of interest.
