Mouse -> Changing Hand doesn't work

In the mouse dialog - is the gold high-lighted buttons with boxes next to them at the top suppose to determine which button is the primary click? It is current non-functional if so and has been for some time.

Had a user point out a bug I was able to instantly reproduce this evening. Process: Create two shelves each with a different ibar instance - make one of these instance use the "default" contents list and allow the second to be named anything else.
