How do I create a legend, scale bar, north arrow, etc.

Okay, projections I'd like to see include NAD 83, which is very close to
WGS84. Looking forward to seeing the legend, scale abr, and north arrow
additions, as well as maybe some ability to manually place small text
boxes. Also to have some of the printout page (e.g., 8.5 x 11" or tabloid)
able to be kept clear for the aforesaid legend, text boxes, etc.
