I don't know how accessible it is on the Mac. it is fully accessible
in windows. I tried it once on the Mac and ended up just going back to
windows and doing what I needed to do. But I was in a hurry and didn't
have the time to work out how to access it on the Mac.

If you only want to read, or download, from ftp sites, then finder is your friend. From the desktop, just hit command k which is the dialog to connect to any server. This connects to smb, ftp, and likely many more. If the ftp server you want is called, say, ftp.you.org, then do this.
1. From the desktop or elsewhere in finder, hit command k.
2. In the dialog that comes up, you will be landed into the url field. First type ftp://. That is: f t p colon slash slash.
3. Then type the address of your ftp server, directly behind what you typed in step 2, and hit enter.
4. The finder will now connect with the ftp server. If it asks for a user name, choose either registered user if you have login credentials, or choose anonymous, if appropriate. Hit connect.
5. You will be in, and if you happen to see an image browser view rather than a list view, then if you want the list view, type command plus the number 2.
