If you go to that site, and click the "register" button, a pop-up window comes
up... and it even works in WindowsXP SP2
Anyone know how they got that to work despite SP2's flash directed pop-up
restrictions?

It could as well was just particular opening method that is blocked.
I have been using very simple javascript function in conjunction with getURL action
and so far it worked well on SP2
Just this button action :
on (release) {
getURL
("javascript:n_name=window.open('http://www.Yahoo.com','new_name1','width=700,height=650');void(0);");
}
