Pixelized edges in moving image

Hi,
I'm doing an animation of an image that is moving and scaling very slowly in
the background. When I preview it in the flash tool, it looks nice, but when I
export the movie, the edges are pixelized and generally the image quality is
poor. When it moves it looks like the pixels are moving horizontally.

The image that i work from is large and is scaled down in the movie. I've
tried to change the compression and use the png/gif format for the picture in
stead of jpg. NOTHING HELPS!
Is there some setting that I don't know about?
