When I get to creating the proper 3-D effect to make it look right, I
run into the problem that when I add the smooth inner bevel effect I
also want to set the shade slider (the one that ranges from 0 - 100%).
This slider offers an effect from white to black. What I would like to
do is change the black color to be the same color as the blue surface.
This would make completing the desired effect very easy. Is it possible
to change this color?
I am using FW2 on a PC.

You might try filling your drops with a radial gradient and reducing the
inner bevel to a low value, maybe 15-20%. You'd have much more control
over the color that way.
Or, if you have Eye Candy, try the Water Drops filter.
