Is there a way to position a table to appear at the absolute bottom of a
browser window, regardless of the size of the open browser window.

Not in a straightforward manner.  But if you put the table in a layer, and
use one of the layer positioning extensions - or if you are good with js and
can sniff out the browser window size - you can do this....

Try this:

Make a two-row, one-column table and set its height to 100%. Then put the
table that you want always to be at the bottom of the screen into the lower
cell. Select the upper cell's <td> tag and set its height to 100%.

Yes,  this is quite easy.  The trick however is to have the table the whole
height of the required browser, and allow it to scale to a height of 100%.
If you then split it into two rows, you use the bottom row as required for
your table - nest a table inside if necessary.  Use the top part for
whatever it was you wanted above it.  I've done something similar at
www.rafsee.mod.uk (if it is still up).

Yes, there is. Add a paragraph break after the content table, then
insert another table. Check it in your browsers to make sure it falls at
the exact bottom. If it does, then turn it into a library item you can
insert on any page below your content tables. That's how I've done my
PWF pages.
