Browsing from "Mappings" gives an IO Error

We are running CFMX7 on a Windows 2003 server. Everything seems to work well,
but when you go to Mappings and try to browse, you get a Server Error: IO error
on server communication. Does anyone have anymore information on this? The
error doesn't seem to tell me much and I don't see anything else wrong.

This can happen if RDS is not turned on. If your RDS is turned off, try
turning it on and seeing if that helps. Here's a Tech Note that explains how to
do that - be sure to use the ColdFusion MX instructions.

The instructions on the link you provided worked great.
I just wanted to let anyone else who finds them useful that the instructions
say that once you make the changes to the file and save it that you can just
restart Coldfusion and it works.
But I had to restart my computer FIRST before it would work and once I
restarted I was good to go.

The link didn't solve the problem. I follow the instruction carefully but I still get the error (I have restarted the server)
