intermittent APPLICATION SCOPE NOT ENABLED errors

to Mach-II for CFML
Our shop shares space on a server for developing code. We each have
our own 'sandbox' of sorts. Recently all of us at the same time have
been getting this error:
The requested scope application has not been enabled. (make sure the
application scope has been enabled)
Specifically this error is occurring in the mach-ii.cfc file on line
124, which is the first mention of the application scope. This seems
to happen only occasionally but when it does, after a few minutes it
just goes away with out us having done anything. We're using v1.6 with
the new cfc bootstrapper. We've made sure that application scope is
enabled in the admin, and that we each have unique names for our
applications. Other than that Im not sure what to do to troubleshoot
this.
Does anyone have any ideas about what we might try to figure this one
out?
