Title for this position: Program Manager with IT projects exp., PMP for a 7 month contract in Quincy, MA. This position is located in Quincy, MA　 The Program Manager must formulate a legacy eligibility system migration strategy and a systems integrator procurement strategy that aligns closely with the IES Phase 1 Design, Develop and Implement strategy. The Program Manager must deliver a system that conforms to Agency business practices, addresses both consumer and provider concerns, and integrates with state level efforts to consolidate and rationalize the information infrastructure. The Program Manager is responsible for effectively marshalling the resources of the program and business staff, as well as IT staff to meet the needs to achieve project success. Project responsibilities also extend to developing a consumer focused company wide "enterprise data" storage and access strategy resulting in unduplicated views of consumer data, including the consumers interactions with individual agencies. Experience with the successful implementation of organization-wide projects that require significant business process change along with IT system replacements is a critical qualification for the position. The IES Phase 2 project will be the centerpiece of multi-agency collaboration, and will entail changes and consolidations of infrastructure across the Secretariat. The successful applicant for this position will assume significant responsibility for that overall success. In addition to the IES Phase 2 related tasks, the Program Manager will be responsible for identifying business process improvement opportunities, helping to prioritize them, and overseeing their implementation. The Program Manager is responsible for all financial management activities including the development of budgets, spending plans, invoice reviews/approvals, and financial tracking. The Program Manager is responsible for reporting to funding sources as required.
