I have a 24 vac already and was trying to avoid using a resistor to
lower voltage down to 20 vac. The problem is that we are not sure of
the voltage tolerance of the device we are powering. Only thing we
know is that it was originally powered by 20 vac. So thanks, but still
looking for 20 vac.

Check the boneyard if you haven't already.  Jon's done a great job of putting a huge collection of transformers/wallwarts in baskets, already sorted.

Jeff, thanks, I had already scoured the boneyard before I posted.

Still looking for a 115vac to 20vac transformer. Anyone????

Bear in mind that the voltage rating specified will be under the rated
load.

Unloaded, the output voltage will be higher than the full-load rating.
How much higher it will be can vary a lot from one wall wart to the
next.

Not sure what application would be that critical about 4 Volts. As for
using a resistor, this is only effective for a fixed load current. If
the actual current drain will change while it's in use, the resistor's
voltage drop will also change.

Speaking of which, you have not specified the power/current
requirement this transformer should provide.

Makes a difference.
