Android phone question

I have an Evo4G. It's been 2 years now, and I can get an Evo4Glte for a song...
Question: the applications that are purchased... Will I be able to load them on the replacement phone, or would I need to... Re-buy them?

I do know that I can reinstall them on the same phone (did a full reset once) But not to a new phone (same phone number...)

Yup, you can reinstall via Google Play to a new phone (just did it myself recently).

Install them on ALL the phones Pat! I have a Nexus4G, a Galaxy7, an AsusSlider10, and a couple "play-around-with" android phones. They all use mostly the same accounts, and use a lot of the same apps simultaneously.  I keep waiting for some kind of pop up that says "Enough Damnit! - Buy another copy", but so far not a problem.

How does play know "me"? By the phone number?

For the most part you can install anything you buy on play on any device your Google account is synced with. It is my understanding that the device has the right to license it for only one device and if so you will not get the option to install on another device. I do not know of anyone doing this yet and it is not the default so you should be good.
