   A welder can be purchased for $150.00. which uses 120v.    It will need flux cored wire, easily found, easy to store compared to coated rods.  This welder is very portable, about 12" by 12" by 18".  A new welder will remain lvl1 property.  Everything attached to a wall including electrical wires becomes the Landlords property at time attached.  The entire electrical project must justify the cost at the time of installation.
  
If the electrical installation is the best use of money, I would suggest to add a third power wire to be used for a 3 phase upgrade. 

The next issue is the existing welder is a transformer with a fan.  It can work on 120 volts, Welding current will be half of the existing labels.  The fan would need a transformer 120 to 240v or rewired to run on 120v.  The on/off switch becomes easy to find when 120 volts.
