I hadn't seen this approach to a sumobot before.. is this technically legal?

Yep! 

A robot must fit within a square tube of the appropriate dimensions for the given class. A robot may expand in size after a match begins, but must not physically separate into pieces, and must remain a single centralized robot.

Ya know… at first glance, that thing looks way over 10cmx10cm… but the more I look at it, compared with the other robot, the less I am sure

If it fits, it is legal. I bet our friend from Ft Wayne's robot would
beat it though! That bot was amazing!
