Satellite Game Spinner

I have a decent sized satellite dish on a metal stand that I though would be fun to turn into a mechanical game spinner that is left out somewhere downtown or a high traffic area that people could walk up and push a button, and then the spinner would land on an instruction in the dish. A webcam could be rigged up to broadcast or at least record people's reactions. Other ideas/options include a musical or flashing light reward if they do it, controlled remotely by someone nearby.

I'm great at ideas - not so much on mechanical implementation, though I'd love to learn more. anyone interested in helping to make this happen?

How about a giant roulette wheel with a steel marble ball bearing that somehow makes an electrical connection when it comes to rest in the center of the dish.  One could walk up and spin the whole dish which would push the steel ball out with centripetal force and then as it slows the ball would come to rest in the center..... or something like that.  Sounds like fun.

That sounds pretty cool, too, except at this point, the dish itself does not spin. It's in a welded frame. I thought about adding a spinner to it that would spin over top of the actual dish
