This is because a bug into a kde script "detect-autoconf.pl" in the port.
This script should not be called, it is called by the port's Makefile in the target pre-configure: by gmake -f admin/Makefile.common:

I've got a patch which updates the port and adds the ability to build
the IRSSI plugin. I've tested this in a tinderbox and it builds
correctly and used it earlier tonight. In order to build the IRSSI
plugin I've made a port (net/silc-irssi-plugin) which I've also attached
here as a shar. If for some reason they get stripped by the mail server
they are available at:

The patch updates silc-client and the silc-irssi-plugin is a quick port
which can be used to install only the plugin files.

Found some references to fonts and "themes" where the fonts did not
include FBSD locations. NOTE that with the changes between X11R6 and
xorg, you may want to change "/usr/local/lib/X11/lib/fonts" to something
substitutable by Mk scripts. Included FBSD location for dvd-slideshow
themes under /usr/local/share (which was installed manually). Also
corrected ffmpeg "-ab <rate>" to include "k", otherwise ffmpeg would
ignore simple integer for audio bit rate.
Dvd-slideshow-examples/complete now "compiles" and "executes" without
any errors:
