My response is more general than that. I am not concerned with any
particular example, but with the difficulties of implementation. Minimally
what is required is an implementable plan/program and a commitment to do
it. To water down the program to encourage cooperation in implementation
undercuts the effort as will insufficient commitment as the initial
enthusiasm dies and with it the drive to attend to the details and
complexities that will make the effort work. What needs to emerge is a
whole. This is part of our quandary. Successive approximations of some
sort in finding similarities here and there are helpful, but insufficient.
We need to think in terms of the whole, whatever that might be.
