It's decoded by what looks like a custom chip - CXD106 - there's a block diagram on p63/4 of the
PDF.
Looks like manchester code or similar, with 10:8 encoding to provide a DC-free signal to keep the
isolation transformers happy.
The encoding is probably not very complex, but without a sample datastream to look at, it would take
a lot of fiddling to work out, especially as there are probably CRC checks.
Looking at the line receiver used, I'd guess a data rate of the order of 1-10 mbits/sec.
I have the manual for a control unit, but not yet looked to see if there are any clues in there. It
looks like the control unit is also used for newer LED screens, so less likely to appear at scrap
values than the displays.
BTW I noticed that the supply voltage spec is 208V +/-10% (standard for USA 3-phase), so 240 of Her
Majesty's Volts may be a touch on the high side - considering the original cost of these I wonder if
they were maybe run from a stabiliser/transformer in the UK ?

I can confirm though, no step down transformer was used on the UK
installs.
If anything, the vac was probably a bit high. A lot of football
stadiums have their own substation and when flood lights / catering
outlets aren't on, I've seen 260 vac rms in some stadiums.
Should be fine on a bit of British square pin 13 amp action.

While that would be ace, I think it would probably get abused. Some kind
of publicly accessible display would be awesome though.
Maybe we could have something interactive that people standing on hoxton
station platform could play with? Pong maybe?

Unfortunately I believe what you're looking for is the manual for the
Jumbotron controller, and what we have are just the Jumbotron display
modules (which aren't intelligent enough to ask for a password). Sorry
we can't be of more help.
