ubuntu 12.04 xterm issue: couldn't find charset data for locale true; using ISO 8859-1.

I got following when launching xterm after upgraded to 12.04:
Warning: couldn't find charset data for locale true; using ISO 8859-1.
and chinese can't be displayed.
other terminals like terminator don't have the issue.
any hint of that?
