Upstream version in tracker not current

Was checking the status of the libnet-citadel-perl package in the
tracker when I noticed that it's still showing the upstream version as
v0.02. I can understand it not showing the most recent version (0.16)
because that was just uploaded a couple of days ago, but v0.10 was
uploaded to CPAN on 23 September and v0.15 was uploaded on 6 October.
I'd think that at least one of those two would be showing as the
upstream version by now...

Same for other packages.
AFAIK, Ansgar was moving PET from his own machine to Alioth, and the
move might not be complete yet?
