Bug#708772: PTS: Please warn when a package has not been tagged yet

It would be nice if the PTS could warn about packages which have not
been tagged yet.

I'm thinking about an indicator like a red or green icon which
indicates whether the package still has the "not-yet-tagged" debtag or
an additional note beside the debtags link.

Indeed. Unfortunately the tags data doesn't appear to have the
special::* tags in it:

Enrico, is there any way we can get a list of source packages with one
or more binary packages that have special::not-yet-tagged?

There are probably some other ways to integrate debtags with the PTS,
so lets make this bug about all of them, retitled.

Enrico, any thoughts about that?

I expect we will do what we usually do for package issues; put them in
the central column under todo.

The above implementation is based on a UDD query:

http://udd.debian.org/cgi-bin/notags.cgi

Unfortunately UDD doesn't have any info on the unreviewed debtags so I
don't think the current implementation is useful because it means that
adding some debtags to a package won't make the warning go away
quickly.

UDD folks, could we get the unreviewed debtags imported into UDD too?
The notags.cgi script should be updated to pay attention to unreviewed
debtags.

there a commit hook or something?
