Bug#491354: texlive-fonts-extra: No license statement for wsuipa fonts

Upstream just notified us that (some or all, not checked) files in
/usr/share/texmf-texlive/fonts/source/public/wsuipa/ are missing a
license statement. Karl Berry said that he once knew the author in
person, but I'm sure he won't try to contact him before the release of
TeXLive 2008.

They can, since cm is in the public domain, not LPPL or GPL or similar.
