Bug#609938: simutrans: falsely claims land is owned by another player

If I try to put a tram track down the middle of a road that has a
vehicle on it, even if that vehicle and road are mine, simutrans
complains that the land is owned by another player. I would prefer if
this were possible. However, if it's not supposed to be, a better
response would make it clearer what the problem is.

This has already been fixed upstream in SVN, but there has not yet been
a new upstream release including the fix.
