Bug#700483: python-django: Dependency 'gettext' needed for translation

Dear Maintainer,
'gettext' is needed for the translations system of Django to work.
This includes commands such as 'django-admin compilemessages',
and 'django-admin makemessages'.

They fail without giving a clear message about the need of 'gettext'.

I suggest 'gettext' is added at least as a recommendation or suggestion.
