probably a lot of people already answered to you in a private email.

I am answering to the list to save you from further private mails and
to show others who might have found your post the solution:
the command is called "makestep".
so after you "logged in" using your step 3, you simply check whether
chrony has synced to a source (command is "sources", the parameter
"-v" gives an explanation of the output) and issue the "makestep"
command to sync your clock to the reference without skew.
