Bug#525690: phpbb3: default permissions break database restore and avatars uploading

database restore
----------------

/var/lib/phpbb3/store is not readable by the webserver user (www-data)
and therefore the restore functionality does not work.

The above mentioned folder should be chmod 770 instead of 730.

This bug was reported by jeremyrp, a user of TurnKey Linux phpBB, on
our bug tracker: https://bugs.launchpad.net/turnkeylinux/+bug/364379

avatars uploading
-----------------

/var/lib/phpbb3/avatars/{upload, gallery} is not writable by the
webserver user (www-data) and therefore avatars cannot be uploaded.

The above mentioned folders should be chowned www-data with permissions
to read and write to the folders.
