This is incidentally the procedure piuparts uses for upgrading, so
this issue seems to hinder piuparts tests. I do not have enough clue
about tzdata to find out whether this is really a tzdata bug. The
error message is not very conclusive.

I got the same problem.

I downloaded initrd.gz and vmlinuz from
http://ftp.debian.org/debian/dists/testing/main/installer-i386/current/images/netboot/debian-installer/i386/
to boot the installer from hard disk as described here:
http://www.debian.org/releases/stable/i386/ch05s01.html.en#boot-initrd

The installer works fine, and I chose "Standard System" with tasksel.

After booting the newly installed etch system, I
edited /etc/apt/sources.list to replace "etch" by "testing". Then doing
"apt-get update && apt-get dist-upgrade" led to the same error message
"could not perform immediate configuration (2) on tzdata":

A workaround seems to be:

apt-get install libstdc++6
apt-get dist-upgrade
