new version of scrapbook

This is the latest version of ScrapBook, including a new scrapbook.js and textbox.js.  It has some bugfixes and new features.

Temporarily it's just in the one scrapbook instance mentioned below.  Soon it will be merged and reunified with all other scrapbook instances in /home/bits, so there will be only one canonical version.

fixes include

• better handling of z-index,
• embedded flash,
• and editing in ie7.

also added

• draggable/non-draggable option (for those without write permissions).  draggable is default.
