Halo Wars supports system link, so you can connect the Xboxen together
using an Ethernet cable (if you're just linking 2), or a hub/wireless
networking device (if you're linking more devices). Bear in mind that the
hardware can be kind of persnickety about which version of the game you're
running; you'll want to make sure each system has the same setup.

When you're setting up the game, just select the System Link option from
the Multiplayer menu.
