Anand bazaar did not care to consult the only Bengali MLA in
Uttarakhand assembly who represents Pant Nagar Gadar Pur Assembly
seat. CPIM fielded a candidate there to kill the Bengali political
representation in last election. he won second time also and CPIM lost
deposit in all the forteen seats where it fielded CPIM candidates.
Reba Biswas lost the post of Mayor in Rudrapur by just one Vote. This
time also the Bengali candidate , as sister of my friend Shankar
Chakrabarti, lost by slight margin. They are not consulted.
Chakrabarti is the General secretary of Join UP Uttarakhand Bengali
Employees' Association, which fights for the Human, Civil rights,
reservation, Mother tongue, reservation for the Bengali refugees in
the Two states combined with Bengali Kalyan Samiti. Anand bazaar could
not find them. Rudrapur has a big Refugee transit camp since 1964. he
did not visit there. Anand Bazaar never tells how Uttarakhand is
industrialised with Tatas there while the SIDCUL pockets have tribal
under poverty line population of Bukshas as well as Tharus!

The Terai economy does not reflect the Geopolitics of Uttarakhand
which has surpassed Kerala in literacy rate! Uttarkahnd also means
the Hill population which is under developed as ND Tiwari, KC Pant and
other politicians in uttarakhand addressed the problems of Terai,
their political base. Just cross Nainital, in Hills you would see
women folk doing all the agricultural work in Kumaun as well as in
Garwal.Only the male children and old males are the residents in Rural
Hill areas of Uttarakhand which lives on MO Economy. We get no
employment in Hills and depend on Tourism and military recruitment in
Kumaun or Garwal regiments!

SIDCUL and Tatas may not change this Human scape though we have some
developed Pockets in the Terai of Haridwar and Rudrapur Districts!

Is Anand Bazaar aware of the Environment Movement in Uttarkhand?
Chipko Movement, Anti Tehri big dam movement, Land and peasant
movements, refugee movements since 1956? Dhimri Block Insurrection in
1958, Pant Nagar genocide in 1978? Women`s movement since beginning
and getting momentum in nineties which resulted in Uttarakhand
separate state?

The Bazaar did not consult local Bengalies, the refugees, Local
residents, politicians other than Behed, social activists in
Uttarakhand and it got the message for Bengal to industrialise on line
of Uttarkhand!

On the other hand, Political activities to pull down the Super Slave
UPA Government of India led by DR Manmohan Singh and controlled by the
Italian Lady, Sonia Gandhi get expected momentum. The Left and right
are United once again. Anti Imperialism in India gets the rarest

US-India nuclear accord approved

India would get access to US civilian nuclear technology
The group of nations which regulates the global nuclear trade has
approved a US proposal to lift restrictions on selling nuclear
technology to India.

The controversial deal now needs to be ratified by the US Congress
before it can be implemented.

India says the deal is vital for it to meet its civil energy demands.

The approval came after India pledged to keep its nuclear non-
proliferation commitments and to uphold a voluntary moratorium on
testing atomic weapons.

The meeting between the West Bengal government and the Opposition in
the presence of governor, Gopal Krishna Gandhi, seeking a breakthrough
in the Singur impasse, appeared to have achieved success with the
state accepting the ‘land for land’ formula, and offering 47 acres
inside the factory complex now held by WBIDC and another 27 acres
acres held by the power department inside the factory complex, along
with state held (or ‘khas’) land of 43 acres and unclaimed land of 5
acres nearby.

In addition, the state panchayat department had identified farmland
nearby and if any “unwilling farmer” wanted farmland, the state would
finance his purchase of such land so that he could resume his
lifestyle.

The negotiating sides had gone into recess and would meet again at
1600 hrs.

The land inside the factory complex would house a commercial complex
and shops owned by “unwilling farmers” who had lost land to the 997
acre factory complex and had not accepted compensation.

Nandigram erupts again

TAMLUK, Sept. 5: While all eyes were on Singur and Raj Bhavan today,
fresh violence flared up in Nandigram even as its O-C was transferred
to West Midnapore..
A group of alleged CPI-M backed goons raided the Gokulnagar village in
Nandigram around 1 a.m. and torched the house of Mrs Radharani Ari, a
Bhumi Ucched Protirodh Committee (BUPC) member. The attackers set her
house on fire and threatened her family members with dire consequences
if they continued to stay in the house. Mrs Ari narrowly escaped with
her life as she managed to leave from her house with her husband Mr
Pratap Ari and her six children.
Mrs Ari was allegedly gang-raped twice on two different occasions
during the trouble-period in Nandigram. “Seeing the house in flames,
neighbours tried to douse the fire, but it was then partially
torched,” said Sheikh Sufian, a Trinamul Congress leader.Mrs Ari had
returned to her house two months ago after staying in the displaced
persons camp of the Nandigram block development office since April
2007. After she escaped from her house, she took shelter in Maheshpur,
the neighbouring village in the wee hours.

The talks to end the Singur imbroglio remained inconclusive for the
second day on Saturday with the Trinamool Congress-led opposition and
a government panel agreeing to meet again on Sunday.

A press statement issued by Raj Bhavan in Kolkata after the meeting,
presided over by West Bengal Governor Gopal Krishna Gandhi, said that
the sides went into greater detail on the prospects of a land-based
rehabilitation scheme in and around Singur project site.

"The governor trusts that the discussion will lead to a satisfactory
conclusion tomorrow or on Monday," it said.

Emerging from Raj Bhavan, Trinamool Congress leader Partha Chatterjee
told reporters here that talks will be resumed tomorrow.

Asked whether talks were positive, he replied, "I don't say it is
negative."

The progress was conveyed to Trinamool Congress chief Mamata
Banerjee.



Leaders of Left parties, BSP and Telugu Desam would meet President
Pratibha Patil on Tuesday to demand immediate convening of Parliament
session.

The meeting comes in the wake of the Left demand that Prime Minister
Manmohan Singh should quit for "lying to people and Parliament" on the
Indo-US nuclear deal. They had also demanded the immediate convening
of Parliament session to discuss several "burning" issues like the
nuclear deal and the situation in Jammu and Kashmir as well as
Orissa.

Left sources said the Rashtrapati Bhavan had fixed their appointment
with the President on Tuesday. Reacting to reports on exchange of
letters between the State Department and the then US House Foreign
Affairs Committee on the deal in Januray, CPI(M) General Secretary
Prakash Karat had said "the only option left to them (UPA) is that the
Prime Minister should quit.

"But neither will they convene Parliament session nor will they
quit.... It is a shameless government."

"Why are they afraid of Parliament? Why are they running away. When a
serious situation had developed in Jammu and Kashmir, a session should
have been convened. But by not convening the session, the government
has shown complete disregard and contempt for Parliament," he had
said.

The Monsoon Session was supposed to have started in August, but the
government has decided to convene the next session from October 17.

No extradition treaty with India: Dhaka

DHAKA: Bangladesh has once again rejected an Indian proposal for a
bilateral extradition treaty to exchange criminals hiding in each
other's territory, an official was quoted as saying in a newspaper
report on Wednesday.

Any such treaty must involve others of the eight-member South Asian
Association for Regional Cooperation (SAARC), Dhaka insists.

The three-day ninth home-secretary level meeting between Bangladesh
and India begins here on Friday, with New Delhi likely to press for an
extradition treaty, a newspaper said on Wednesday.

"India is keen to sign an extradition treaty with Bangladesh only, but
Dhaka is not interested as the treaty should involve all members of
the regional forum," an unnamed foreign ministry official told the
newspaper.

The issue has been pending for long, even as both the South Asian
neighbours accuse each other of illegal movement through a 4,300 km
porous border.

Besides common law-breakers, India says several leaders and activists
of the militant outfits of its northeastern region are operating from
Bangladeshi soil.

Dhaka responds with a similar accusation about "political fugitives"
taking shelter in India.

In 2002, India sought Dhaka's cooperation in mutual legal assistance,
counter-terrorism and extradition.

The Bangladesh foreign ministry official said SAARC leaders at their
recent summit in Colombo signed an agreement on mutual legal
cooperation and counter-terrorism, covering the extradition issue.

"Since a multilateral agreement is already in place, Bangladesh is
assessing whether there is any need for a bilateral one with India on
exchange of criminals," he said.

Dhaka reckons that criminals could be also exchanged "in goodwill

Taking no chances, Tata team dials Uttarakhand

Mumbai, Sept. 5: The Tatas have sounded the Uttarakhand government on
the possibility of shifting the small-car project to Pantnagar if they
decide to leave Singur, a top government official said.

“I have had talks with Tata Motors officials yesterday. They told us
about the problems they are facing in Singur. But they said they
haven’t yet decided on a pullout,” Uttarakhand chief secretary Indu
Kumar Pande told The Telegraph.
Pande said the Tata officials hadn’t discussed the issue of land
allotment for the small-car project. “They haven’t specifically asked
us for the land. In case they do, we will try our best to accommodate
them here,” Pande added.
A spokesperson for Tata Motors refused to comment.
Pande said the 3,390-acre Pantnagar industrial estate currently has
about 200 acres to spare.
The Tatas were among the first automobile companies to come to
Pantnagar two years ago and are seen as catalysts of change in the
region.

In April 2006, the automaker was allotted 976 acres at the rate of Rs
125 per square metre. Since then, the land rates have soared 20 times
to Rs 2,500 per square metre.
Both Pande and S.P. Tri- pathi, the general manager of the Integrated
Industrial Estate at Pantnagar, said the Tatas have about 300 acres of
surplus land at the plant where they make the Ace — the sub 1-tonne
pick-up truck.
“Out of the 976 acres allotted to them, they have built a plant on
around 300 acres. Another 300 acres have been reserved for 62 vendors
that the Tatas have brought with them. That leaves about 300 acres of
surplus land. In case they seek more land, we’ll be able to allot them
300 to 400 acres around the estate,” said Tripathi.
There seems to be a discrepancy between Pande’s and Tripathi’s
statements on how much land can be given to the Tatas. One reason for
this is that in states like Uttarakhand, forest and semi-agricultural
land can be turned into plots for industrial use at a mere flourish of
a pen without having to worry about Mamata-style protests.
Pantnagar presents several advantages: the Tatas could settle for less
than 1,000 acres since many of the vendors for the Ace project, like
Tata Ryerson, are also involved in the Singur project.
Tata Motors is a pioneer in Pantnagar. Ashok Leyland and Bajaj Auto
followed the Tatas into the Pantnagar industrial enclave.
Other industrial players in Pantnagar include Dabur, Nestle and
Britannia.
Snack food maker Haldiram’s has also come calling.
As pioneers who catalysed change in the region, the Tatas could push
the Uttarakhand government for concessional land prices if they decide
to move the small-car project to the state.
Pantnagar is about 235km from Delhi and scores over Singur because of
tax breaks available to hill states and the advantage of a small
airport that provides connectivity to the capital.
In Bhopal, Union comm- erce and industry minister Kamal Nath said he
spoke to Ratan Tata over telephone and offered him Madhya Pradesh as
an alternative destination to set up the Nano plant in the event of
the industrialist quitting Bengal.

Baul artistes against forceful acquisition
SINGUR, Sept. 5: In the midst of the Trinamul Congress sponsored
agitation in Singur, a group of baul singers have come forward, who
have taken the onus upon themselves to unite farmers across the state.
The united farmers would together resist the ‘forceful’ acquisition of
farmland for industrialisation. The Statesman team visited the dharna
site in Singur last night and spoke these singers who been putting up
in Singur from 24 August. They have come from various places in North
24-Parganas to participate in the indefinite dharna.
One of them, Mr Tapan Ghosh, a resident of Gumo Habra in North 24-
Parganas said: “During the day we listen to the speeches of the
political leaders and try to gauge the scenario. At night we compose
songs based on the information collected during the day. Protesting
against the state government's policy of setting up industries on
farmland, we went to Nandigram last year and carried out a campaign
against the CPI-M leadership. This time we have come to Singur in
response to Miss Mamata Banerjee's call for protest against land
acquisition. We have decided to contribute to the ongoing movement by
performing shows at villages that would encourage farmers to take up a
movement for their rights. The songs which we have composed would
expose the true character of the CPI-M and the Left Front.”
Mr Ghosh belongs to a family that owns 20 bigha of land in Guma Habra.
"If I do not support the Singur farmers at this hour, I would not find
anyone by my side when someone tries to grab my agricultural plot at
gunpoint on the plea of development.” Mr Ghosh said.
“The CPI-M, which had fought against the zamindars during the 70's,
has now become an agent of big industrial houses. If we remain silent
at such a crucial juncture, we will be harming the next generation,”
baul singer, Mr Nirmal Das, a resident of North 24-Parganas said. With
the Trinamul being criticised for allegedly blocking NH-2, the baul
singers said that they have taken a unique initiative to ensure smooth
movement of vehicles on the road during the night. “We perform shows
in one flank of the road. Because thousands of supporters throng near
the stage to hear our songs, the other flank of the road remains open

Jharkhand govt invites Tatas to set up Nano factory in state

JAMSHEDPUR: Assuring land and other facilities to Tata Motors for
setting up Nano car plant in the state, Jharkhand Deputy Chief
Minister Sudhir Mahto said on Saturday that a letter to company
chairman Ratan Tata would be sent in a day or two.
"Jharkhand has been home for the Tatas for over a century and they
have made their place in the world. They need not seek land for their
new plant elsewhere... Chief Minister Shibu Soren has already assured
all facilities if Tata Motors wished to shift its Nano factory (from
West Bengal) to the state," Mahto said at the sidelines of a pilot
training institute programme here.
Asked to specify the time-frame in which the land would be allotted
should the Tatas opt for Jharkhand as the Nano factory site, the
deputy CM said, "Let them first decide whether they want to set up the
new plant - in Ranchi or Jamshedpur or elsewhere in Jharkhand. I
assure them that land will be provided to them in the shortest
possible time."
Asked how it would be possible when a number of prominent companies,
including Tata Steel and ArcelorMittal, had signed MoUs with the
government for setting up units and were in the waiting list, Mahto,
who is also the state Industry Minister said, "We will provide land to
all companies interested in setting up their plants in Jharkhand."
About land for Tata Steel's proposed 12 mt integrated greenfield
project at Saraikela-Kharswan and ArcelorMittal's unit at Torpa, he
said, "Land acquisition process is on and we are expecting work to
begin soon."
The state had drawn up a new rehabilitation and resettlement policy to
help people likely to be affected by the proposed projects, he added.
Govt allows export of 'Pusa 1121' rice

NEW DELHI: The government has allowed the export of the Pusa 1121
variety of rice from Oct 15 this year, according to a senior
official.
This variety is exported mainly to the Gulf countries.
"Pusa 1121 rice will be exported with effect from Oct 15 this year," a
senior official of the Agricultural and Processed Food Products Export
Development Authority (Apeda) said on Friday. He did not wish to be
identified.
Traders will have to register themselves with the Apeda before they
start exporting Pusa 1121, which is nearly as good as basmati rice.
This variety is grown mainly in Punjab and Haryana, two of India's key
rice-producing states.
The official said the Director General of Foreign Trade (DGFT) has
lifted the ban on the export of Pusa 1121. Traders will be allowed to
export the rice at a minimum export price (MEP), which is yet to be
decided.
He said that export of this rice would be permitted only from the
ports of Kolkata, Kandla, Kakinada, Navi Mumbai, Mundra and Pipavav.
The government March 31 this year banned the export of non-basmati
rice, and increased MEP for basmati rice to $1,200 (Rs 54,000) per
tonne to rein in inflation.
The government is considering lifting the ban completely by November
this year in view of a good monsoon and a good paddy crop.
The agriculture ministry on Friday said that the area under rice
cultivation had gone up to nearly 36.1 million this year as against
34.5 million hectares September 4 last year.
India is likely to export a record quantity of basmati rice in the
current fiscal. In July alone, traders got the official go-ahead for
exporting 165,148 metric tonnes of basmati rice.
In July this year, Apeda issued 658 registration-cum-allocation
certificates (RCAC) to traders to enable them to export basmati rice
worth nearly $252 million (Rs.11.34 billion).
In 2007-08, the estimated production of rice stood at 96.43 million
tonnes, wheat 78.40 million tonnes, coarse cereals 40.73 million
tonnes, maize 19.31 million tonnes, pulses 15.11 million tonnes, and
oilseeds 28.82 million tonnes.
The government has set a target of achieving an annual production
growth rate of 3.7 per cent for all food grains including rice.
In absolute terms, however, the government target is to achieve a
production of 129 million tonnes of rice by 2011-12 since the domestic
demand for rice by that time has been projected at 128 million
tonnes.
Hence, according to official estimates, this level of production can
be achieved only if the yield per hectare for rice goes up to an
average 3,000 kilograms up from only 1,930 tonnes now.

SEZ exports to grow over four-fold by 2008-09: Assocham

NEW DELHI: Controversies apart, exports from special economic zones
(SEZs) have registered a growth of 192 per cent between 2005-06 and
2007-08, and are likely to see a phenomenal 451 per cent rise by
2008-09, according to assessment by an industry lobby released
Thursday.
The study by the Associated Chambers of Commerce and Industry of India
(Assocham) cited official data to say that after the SEZ Act came into
being in 2005-06, exports from these zones rose from Rs 228.4 billion
to Rs 666.38 billion in 2007-08, marking a 192 per cent growth.
"In 2007-08, the total exports of India as per official figures
between April-December are estimated at Rs 478,522.52 crore (Rs.4,785
billion), thus their contributions to the total domestic exports have
gone up from 5.004 percent in 2005-06 to 13.93 percent in first nine
months of 2007-08," the report said.
"By 2011-12, we expect SEZ exports going up to over Rs.515,891.2 crore
(about Rs.5,159 billion or a little over $125 billion) as by then
realistically, all the controversies relating to SEZs would be
resolved," said Assocham president Sajjan Jindal while releasing the
chamber assessment.
