BUG: Qt GUI does not honor outline setting

@bool outline_pane_scrolls_horizontally = True

This seems to have effect only when leo runs with Tk GUI.
This is the default value from leoSettings.leo, I've also tried to add
it to ~/.leo/myLeoSettings.leo with no luck - the Qt GUI still doesn't
show a horizontal scrollbar when its content doesn't fit.

OS: Linux
Qt/PyQt 4.4.3
leo r2289

If I'm not the only one seeing this, it'll be worth filling a bug
report at launchpad as well.

If you can reproduce the bug, but don't have a launchpad account,
please drop a line in this thread and I'll fill the bug myself.

There does seem to be a subtle bug. The scrollbar appears when you
resize the outline pane with splitter, but sometimes it just
disappears with expand/contract (to appear again when you
expand/contract/drag splitter again).

I can see that too. The horizontal scrollbar appears only when the
outline pane is resized enough, that its width becomes very small. As
soon as I increase its width by dragging the splitter, the scrollbar
disappears again. First impression is that the outline pane displays
the horizontal scrollbar as long as its width does not exceed some
hardcoded value.

Should I feel a bug at launchpad or you'll do it yourself?
