This doesn't look like any Dublin Core I've ever seen

I’m doing some more testing of our Learning Registry Import, and have come across several documents with a payload_schema value of “DC 1.1”.  The “DC” part makes me think it’s supposed to be some sort of Dublin Core Schema, but the syntax doesn’t look like Dublin Core at all.  Here’s a sample document, extracted from the Learning Registry.  It’s from adlnet.gov.  Does anyone know what schema this really is and where I can find a definition of it?

Definitely not Dublin Core.  Looks like a custom format used by the ADL 3d repository, you can find the source at https://github.com/adlnet/3D-Repository.  Rob Chadwick is in charge of the project and should be able to answer questions on the format.  You can contact him at robert.ch...@adlnet.gov.
