[Masters] Help with organizational matters for a masters event that is going to be included in a regular laser regatta

This is Brian Mills in District 1.
 
In a the last week of July there is a regular laser regatta here in New Brunswick and this year going to have a separate scoring for Masters as well.  Everyone starts together and are scored in the regular regatta but Masters will have an additional scoring.
 
Have no experience with this sort of thing so am looking for some advise on how best to suggest it should be run. 
 
 
This is a first for the YC and   I am not sure how much thought they has put into scoring.  
 
 So I am thinking I should send them a sample Masters NOR and give them method to follow prior to the regatta so they could use it if they wished.. Are separate sailing instructions required or are there certain items that are added to the regular things to cover the Masters part??
 
Does anyone have something already written up that could be used??
 
Also, there seems to me to be two scoring options:
 
1) Take the place Masters finish in the regular regatta and then use that to apply the regular Masters scoring rules,
 or
2) Take the places the Masters finish relative to each other and then apply the Masters scoring.
 
Which one is the best to use??
 
Any and all advise you wish to send me would be greatly appreciated

Hi Brian,
I think you already have a number of good responses. However, just for
future reference, I thought I would remind everyone that, thanks to Bill
Symes and the Master's Committee, we do have a very nice Master's
Regatta Guidelines document available from the Laser Class website at
http://www.ilcana.org/index.php?option=com_docman&task=doc_download&gid=48&Itemid=133,
which includes a draft NOR and draft SI's. It is aimed at major events
(e.g. the Master's NA's) so is overkill for a local Master's event...
still, it contains lots of useful information that can help answer
Master's specific questions.
My personal opinion on the scoring options you have below is to go
with #2, even though it is more difficult to implement (well, unless
your scoring program is set up for it). I think it makes it more clear
to the competitors what is going on and makes it much more of a regatta
within a regatta. In addition, I don't think the handicap system could
overcome the addition places added by leaving in the open finishers.
One final note, from the "I've been there before" files, if you go
with a new (to you) scoring program be sure to test it before the
regatta starts. I can't even count anymore the number of events where
the organizers said "no problem" with their scoring program only to find
it didn't work after the first day of racing (can't do master's scoring,
can't handle a change of sail #/fleet, can't deal with 6 digit sail
numbers, can't handle more than 20 competitors, etc.). So, go look up
results from a similar size regatta and feed them into your program to
test it. This is also a bit of work but it sure is better doing it at
your leisure before the event than on Saturday night with a mob of
sailors standing outside the regatta office!
