Are there any plans to close any streets in Los Angeles to cars
permanently? Some guy on Yahoo! Answers said that the Mayor is
planning to close the city down by 2014 due to pollution and everybody
will have to ride bicycles by law.

Yes, Yahoo and Usenet discussion groups are the place to go for
authoritative proclamations about public works.
