Cannot read/fetch kml file on windows server

Dear,

I am trying to read and display my KML through my MVC app. At the first, windows server was giving me an error regarding the file then I had to add the MIME Types and the error disappear. But still can not display anything from the file. Please note that I had tried to fetch it from Linux server and everything is just OK.
