KML update and create objects (ex: placemarks) only once

Hi, I need an help about a problem happens in my networklink file, I have this situation:

A server side with networks links one for dynamics update an one for remote access, a normal situation. So I have a software thats write the kml update file.

The problems is:  if the update file contains inside a <create> tag, and GE update two times or more this files, GE creates not only an object but more than one in the GE gui, why? 

If the object have an ID and this ID is the unique identifier GE not reconize that two sequencially create with objects with the same ID, not must be created?

Someone have find a solution for this problems?
