Order of polygon description display in network link reversed from kml file

This is to report a discrepancy and possible bug...

The display of polygon descriptions is different in a network link
from what it is in the same kml displayed as a standalone file.

The sample files are
kml file - http://www.earthpoint.us/downloads/polygons.kml
network link - http://www.earthpoint.us/downloads/polygonsnetworklink.kml

The network link displays the polygons.kml file itself, to ensure that
each are using identical data.

Part One - the kml file
1) Open the kml file.
2) Note that the order of the polygons listed in the kml file are
"Blue", "Red", and then "Green". Also note that visually, the Green
and Blue polygons lie inside the Red polygon.
3) Click the interior of the Green polygon. The description of the
Green polygon is displayed. This is because the Green polygon is
listed in the kml file after the Red polygon.
4) Click the interior of the Blue polygon. Even though the Blue
polygon was clicked, the description of the Red polygon is displayed.
This is because the Red polygon is listed after the Blue polygon in
the kml file.
5) Close the kml file (uncheck its folder so it is not displayed in
Google Earth).

Part Two - the network link
1) Open the network link. It is configured to display the same kml
file that was used above - the data is identical.
2) Note that the click behavior is reversed.
3) If the interior of the Green polygon is clicked, the Red
description is displayed.
4) If the interior of the Blue polygon is clicked, the Blue
description is displayed.

Suggestion 1: The network link should be fixed to be the same as the
regular kml file - when nested polygons are clicked, the polygon
listed lowermost is the one who's description is displayed. The
behavior of the kml file is preferred over the network link as the
outermost polygons would probably be listed early in the kml file and
the inner polygons listed later.

Suggestion 2: Fix the display of both the network link and the kml
file so that the description of the innermost polygon that was clicked
is displayed, regardless of their order in the kml file.

inconsistency.
