What is and does Controlwinds or regicontrol()

It's been so long that I've forgotten their exact context, but they were involved in a scheme to broadcast controller messages between things, either tools on the screen or incoming midi. E.g. it would cause incoming MIDI controller messages to update a visual slider (for the same controller) by calling its force() method. noticecontrollers() was the other function involved.
