timeout function

I'v set the timeout to: 1min screen off, 10min lock screen.

Screen off in 1min works
lock screen in 10min doesn't allways work. Sometimes it works
perfectly; i.e. couple mins after screen off I can open the phone
without using the unlock gesture. but sometimes it presents the locks
screen gesture even though the 10min timer is not up yet.

another disturbing effect which is also now and then... if I boot my
phone I sometimes come to lock screen gesture, and sometimes I can use
phone without entering my lock screen gesture.

what I want (and how I think it was supposed to be):
screen of in X min, and lock screen ON in y min. boot = allways lock
screen.
