Custom Aggregation for Local Content Monitoring

The recent discussion that mentioned aggregation prompted this
question - are there decent tools for distributed monitoring of local
websites across a news room? In this case I am interested in also
monitoring small community websites for "what's new" even if they do
not have a feed.

I'd love a mix of e-mail alerts and a web view that allows group
curation of of what is monitored and custom e-mail notices to multiple
accounts. You can use Google Alerts and Google Reader to do a lot of
this, but not in a shared enterprise sort of way.
