#4977 draggable - tolerance, pointer - bug when pointer outside draggable

Hi,

I just added a bug report for the `tolerance pointer` option of the
`draggable` component. I included a patch for a unit test that re-
creates the problem, and a patch that fixes the problem.

Perhaps someone experienced with `draggable` could review the proposed
fix?

Hey Kevin,

I just glanced over your patches. The fix definitely makes sense. I'll just need to go over the test case to make sure the math matches the comments (I'm sure it will). I'm hoping to do some work tomorrow night, so I'll check it out then.
