Os paths desse mapa, por algum motivo não é compatível na geração do VML.
Por isso no IE 8 ou inferior não apresenta o mapa. Já no IE9 funciona
porque ele aceita SVG.
Eu não consegui descobrir o erro mas reparei que o padrão que o autor
original do plug-in usa os paths com duas casas decimais. No caso do mapa
acima usa 5...
