[VOTE] Reallocate funds to jQuery sites redesign

This is a vote to reallocate $16,000 of funds for contract work on the new jQuery sites being launched soon. The money will come from the existing budget items "Internationalization of jQuery sites" and "Forum transition" under the "Other" tab in the jQuery 18-month budget. The remaining $2,000 in those budget items can be spent in either of the original categories, or on additional work for the new sites, at the discretion of the Executive Director.

This vote requires 7 of 12 votes in the affirmative to pass.
