The administrator is not avaible and need to access Joomla. Any

If you do have access to the database, you can replace the password
there. I had the same issue last night, and used myPHPAdmin to access
the db, and replaced the password. The password is encrypted using
MD5 hash, the new password will also have to be in this format.
I found this solution on the Joomla forums at joomla.org

Hmmm, just reread your post... we've all assumed it's a password issue but that's not what you said. If it isn't, you'll have to explain a little more what "The administrator is not available" means...

I also cannot access my joomla account, no idea why as my passwords
have not changed, well I have not changed them... and I have no idea
of how to sort this out? any ideas?

Try clearing your browser cache, sessions and cookies... it's possible somethings changed on your server.
If you haven't changed passwords then I doubt accessing the database will help.
But just because the question comes up... easiest way to access the database (in absence of any further information and without access to the Joomla! administrator) is to ftp Adminer (http://www.adminer.org/) to your site. It's a single file so pretty easy to do. You will need your database name, host, user and password to get in... check your Joomla! configuration.php if in doubt.
Warning! If you are not knowledgeable in databases and/or your technical expertise is low then tread very carefully. Your database is precious and if you do the wrong thing you could take out your site in ways that would be very unpleasant.
